Cantwell / McCain To Reinstate Glass / Steagall
From Reuters (http://blogs.reuters.com/reuters-dealzone/2009/12/17/reinventing-glass-steagall/) With Congress already debating a sweeping overhaul of financial regulation, perhaps the most enduring regulatory stricture of the Depression era is again getting an airing in Washington. The venerable Glass-Steagall laws that barred large banks from affiliating with securities firms and engaging in the insurance business were repealed in 1999. Now, as the banks try to move on from the dreaded salary caps and the humiliation of TARP, lawmakers are wondering whether getting rid of Glass-Steagall was such a good idea. Financial giants such as Goldman Sachs could be broken up under two bills introduced in Congress on Wednesday, one with the backing of former Republican presidential nominee John McCain. Both would reinstate Glass-Steagall. Passage of the Cantwell-McCain bill would force firms at the center of last years financial crisis — such as Goldman Sachs, Morgan Stanley, Citigroup, JPMorgan Chase and Wells Fargo — to spin off investment and insurance operations, according to Demos, a progressive think tank in New York. A similar measure was offered on Wednesday by six Democrats in the House of Representatives.

🇺🇸 The Rollback: Trump's Toxic War | Fault Lines
Since US President Donald Trump entered the White House, there is one achievement he can’t be denied. He has made good on a campaign promise to deconstruct the administrative state, and his administration has delayed or eliminated hundreds of “job killing” federal rules, often following recommendations from powerful industries. On March 13, the White House released its first preliminary budget under the Trump administration. Entitled A New Foundation for American Greatness, the most notable changes were severe cuts and regulatory rollbacks to the Environmental Protection Agency (EPA). The budget cuts stand at a 31 percent decrease, led by Scott Pruitt, Oklahoma's former attorney general and the EPA's new chief. Pruitt's relationship with the EPA has included repeated attempts to sue the agency for items of environmental protection put in place under the Obama administration. The items challenged by Pruitt include the EPA's carbon emissions standards for new power plants, the clean power plan designed to help curb climate change and debating limits on cross-state air pollution. Since, under Pruitt's patronage, the EPA has reversed a proposed ban on a pesticide linked to autism and developmental delays in children, reconsidered rules on coal ash disposal, and repealed the Obama administration’s signature plan to reduce greenhouse gas emissions. The US has also pulled out of the Paris Climate Agreement, essentially breaching the promise to curb planet-warming greenhouse gas emissions. Betsy Southerland was a senior official at the EPA's Office of Water for 30 years. When the Trump administration decided to roll back regulations on coal waste pollution produced by energy companies, Southerland left the agency. Within weeks of vacating her position, Scott Pruitt announced he would consider repealing a rule Southerland's team had enforced, regarding wastewater discharges from power plants. Pruitt attributed the repeal to job loss and economic impact. "I dont know why he said that because at that point... we had never briefed him once on the rule. We could have definitely shown him in great detail that there was not going to be any big job loss or any big economic impact," says Southerland. "[It's] heartbreaking because we know that that rule was so necessary to protect public health." Trump Puts Federal Reserve on Notice, Stop Ripping Off Americans Feb 3, 2017

A warning letter, written by top Republicans and obtained by the Financial Times, accuses the Federal Reserve of burdening American businesses and workers with bad financial deals made with global central banks “without transparency, accountability, or the authority to do so”. The Federal Reserve’s involvement in secret international banking forums dealing with financial regulation must cease and desist immediately, according to the letter. “This is unacceptable,” the letter states. “Accordingly, the Federal Reserve must cease all attempts to negotiate binding standards burdening American businesses until President Trump has had an opportunity to nominate and appoint officials that prioritize America’s best interests.“ FT reports: Ralph Hamers, chief executive of Dutch bank ING, told the Financial Times that he feared the US could pull back from a global agreement on banking regulation, which has been delayed because of divisions on the Basel Committee on Banking Supervision. “We don’t know the position of the Americans any more,” Mr Hamers said. “That does mean further uncertainty and uncertainty is never good, it holds back investment and restricts economic growth.” Mr Hamers was speaking after the emergence of a letter to Janet Yellen, the Fed chair, from Patrick McHenry, one of the top five Republicans in the House of Representatives. The letter, dated January 31, warned that the US’s “continued participation” in international forums such as Basel, the Financial Stability Board and the International Association of Insurance Supervisors would depend on meeting the Trump administration’s objectives. Mr McHenry added that such a step would probably involve “a comprehensive review of past agreements that unfairly penalised the American financial system in areas as varied as bank capital, insurance, derivatives, systemic risk and asset management”. Republicans are also pushing legislation to restrict the Fed’s freedom of manoeuvre. During the election, Donald Trump accused Ms Yellen of keeping rates low at the behest of former president Barack Obama. “This is a multi-pronged attack on the Fed’s independence,” said Diane Swonk of DS Economics. In a further marked shift of approach from the Obama administration, Mr Trump is also due on Friday take his first steps towards undoing parts of the Dodd-Frank reformsthat reshaped US banking in the aftermath of the financial crisis. Mr McHenry wrote: “Despite the clear message delivered by President Donald Trump in prioritising America’s interest in international negotiations, it appears that the Federal Reserve continues negotiating international regulatory standards for financial institutions among global bureaucrats in foreign lands.” He said the Fed was doing so “without transparency, accountability, or the authority to do so”. He added: “This is unacceptable.” Mr McHenry has clout because he is vice-chairman of the House financial services committee. But whether the White House agrees with him on the issue is yet to be seen. Steven Mnuchin, Mr Trump’s designated Treasury secretary, is still awaiting confirmation by the full Senate. Wayne Abernathy, a senior official at the American Bankers Association, a lobby group, welcomed Mr McHenry’s intervention. “This whole international process is far too opaque and needs more public scrutiny and visibility,” he said. As examples of problematic Basel regulations, Mr Abernathy cited rules that penalise banks for having heavy exposure to mortgage debt collection businesses, and liquidity rules that do not recognise that Americans tend to see banks as havens in times during crises. Mr McHenry wrote: “The Federal Reserve must cease all attempts to negotiate binding standards burdening American business until President Trump has an opportunity to nominate and appoint officials that prioritise America’s best interests.” Ms Yellen has said she plans to serve out the rest of her term, which expires in 2018. Today, the Senate Committee on Finance approved major legislation that builds on U.S. Senator Maria Cantwell's landmark provision to increase efficiency and produce Medicare savings. The committee passed the SGR Repeal and Medicare Beneficiary Access Act of 2013 that incorporates Cantwell's Medicare Value Payment Modifier as the framework to improve patient outcomes in the health care system. The legislation also includes Cantwell's amendment to ensure that cancer patients needing access to different providers can get the care they need. Nationally recognized cancer centers like the Seattle Cancer Care Alliance could lose Medicare reimbursements without passage of Cantwell's amendment.
