In his 2nd State of the Nation Address in July 2011, President Benigno S. Aquino III instructed the Department of Labor and Employment (DOLE), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and Department of Education (DepEd) to jointly address the job-skill mismatch issue through reviewing the education and training curriculum to suit industry needs, and guiding the course and career choices and decisions of students.
As a response to this presidential directive, in November 2011, the Human Development and Poverty Reduction (HDPR) Cluster of the Cabinet approved convergent programs that seek to address the pressing issue of job-skill mismatch. These four programs envision the following: (1) the development of a competent pool of workforce for the future, under the Enhanced Basic Education program; (2) the establishment of a comparative advantage on the quality of the country’s manpower with international standards, under the Philippine Qualifications Framework (PQF); (3) the creation of a suitable and healthy work environment by providing them access to career guidance and employment coaching services, under the Career Guidance Advocacy Program (CGAP); and (4) the promotion of fast job search period and maintaining a responsive labor market information (LMI) system, under the Enhanced Phil-Job.Net.
The CGAP aims to immerse the parents and students on the realities of the labor market, and convince Guidance Counselors and Career Advocates to use career guidance as an effective tool in addressing job-skill mismatch. The DOLE, as the lead proponent of the program, has established a Working Group was (WG) in January 2012 with the DepEd, CHED, TESDA, Department of Science and Technology (DOST), and Professional Regulation Commission (PRC) as members. The WG’s main responsibility is to identify areas requiring cooperation, including the development of an inter-agency advocacy plan for 2013-2016. DOLE-Bureau of Local Employment is the WG Secretariat.
The CGAP master plan, Career Guidance Advocacy Plan 2013-2016 which was launched to the public during the National Human Resource Summit in December 2013 converges the government’s various advocacy initiatives on career guidance and this will be implemented with a public communications campaign to pave the way for wider public access to national and regional labor market trends, and labor market information (LMI) publications.
The overall goal of the Plan is to ensure that students, parents, industries, and training institutions are provided with appropriate and timely knowledge on the realities of the labor market for more informed career decisions. Some of the desired outcomes of the plan are effective networks and coalitions; public participation in the decision-making during the advocacy campaign period; and media and the public attention to creatively frame issues to ensuring favorable results. More importantly, the interventions are meant to reduce the transaction cost of information between labor supply and demand towards the efficient functioning of the labor market.
As specific approaches to address the problem of job-skill mismatch, six (6) joint activities were enrolled by the CGAP-WG in this Plan, which include collaborative activities between member-agencies. These are as follows: Career Guidance Week, Capacity-building for Registered Guidance Counselors and Career Advocates, Career Guidance through Social Networks, Career Ambassadors, National/Regional Career Advocacy Congress, and Regionalized Career Guidance Information Blitz. The budgetary requirements of the implementation of the Plan and all the joint programs individually enrolled are being cost-shared by the CGAP member-agencies.
All projects enrolled under the CGA Plan are regularly monitored and evaluated by the specific agency project leads through documentation of good practices as well as problems encountered. The CGAP-WG regularly meet to monitor and ensure compliance of the joint project initiatives.
