Topic 4: Tools and Techniques for International Transfer Decisions By: Isabel Afonso, Katrina Arseneau, Peter Belford and Jennifer Bull CANWEST MINING CO. -- INTERNATIONAL TRANSFER CANDIDATE ASSESSMENT CanWest Mining Co. is an international mining firm based in Calgary, Alberta. CanWest typically employs host-country nationals in its foreign operations, but prefers Canadian expatriates when filling key developmental positions. Two such positions must be filled as soon as possible, from a shortlist of four candidates. POSITIONS (1) Senior Developmental Executive -- London, England The SDE oversees the assembly and management of a team of analysts responsible for handling CanWest's interests within the European market. Project management experience is required; a background in finance is preferred. The duration of the assignment is indefinite (expected three-year minimum). (2) Project Manager -- Calama, Chile The Project Manager will oversee the initial operation of a newly constructed copper mine in the Atacama Desert near Calama. The project focuses on staffing and logistics, as technical professionals are already on-site. Project Management experience is required; technical mining knowledge is preferred. The project is expected to run for 18 months, though it should be noted that a similar project in Uyuni, Bolivia ran six months over schedule. CANDIDATES (1) Michael Okafor Michael has been with the company for two years. With a previous employer he had served abroad as an assistant project manager (specializing in risk assessment) in Mexico, Brazil and South Africa. He has working-level proficiency in Spanish and Portuguese. He recently bought a house in Calgary. He is single and has no children. Michael registered a high (positive) score on the 5-Factor Model personality test. (2) Eleanor Crabtree Eleanor has been with CanWest for four years. She is known as a shining star in the finance department, having consistently accumulated top-end performance reviews. She has no international work experience, but did attain her MBA in Paris, France. She is fluent in French. Eleanor is married and has no children; her husband frequently travels to Europe in his role with a consulting firm. Eleanor registered a low score on the 5-Factor Model personality test. (3) Dawn Tanabe Dawn has been with the company for six years. Having assisted with numerous CanWest projects, she has recently attained her Certified Assistant Project Manager (CAPM) designation.
