LPA's integrated K-12 schools design team worked closely with district staff, the Paramount community and McCarthy Builders to transform the outdated Paramount High School campus into a functional, supportive 21st century learning environment. STORYLINE: This is an emergency - a simulated emergency - more specifically a drill to test Los Angeles' readiness for a bio-terrorism attack.The scenario for the dramatisation is the indoor release of a significant quantity of plague bacteria at a concert. Released four days earlier, the bacteria has had time to incubate, and now patients are beginning to arrive at UCLA Medical Centre in Westwood, California demanding help. Doctors and other emergency personnel are stressed and several victims begin to panic as they enter the decontamination area. This scene is all part of an exercise designed to evaluate the ability of Los Angeles County and UCLA Medical Centre to respond to a bio-terrorist attack. Officials want to test emergency operations and discover areas that need improvement. Four days later the event triggered infections in about 1000 people, and secondary infections in 400 others. For purposes of the drill, the plague is highly infectious, transferred through the air, and when untreated can be fatal. 32 people arrived at UCLA Medical Centre in Westwood California, for decontamination following possible exposure to pneumonic plague bacteria. None of the individuals examined here displayed symptoms of the disease. UCLA infectious disease expert Dr. David Pegues says physicians now require a deeper knowledge of disease syndromes associated with bio-terrorism. Emergency personnel have their hands full at UCLA, and so do the managers at the Office of Emergency Management for Los Angeles County about 10 miles away. The Command Centre co-ordinates disaster plans for 88 cities and 136 unincorporated communities. Lead representatives from the Fire Department, the California National Guard, the Health Services Department, and the Coroner's Department, were a just a few of the departments on hand to play their role in response to a terrorism attack. The entire exercise relies heavily on the County's internet-based communications network, the Emergency Management Information System. Walt Disney World is set on 27,000 acres in central Florida — roughly the size of the city of San Francisco. It’s also the most visited resort in the world. It’s impressive size and record setting visitor attendance are amazing. For sure. But what might be even more amazing, particularly if you are a city planning nerd like me, is the special district that grants the company unprecedented powers over its land and municipal services. This Los Angeles home owner started the project on his own without the assistance of a retaining wall contractor. He didn’t know what the process of this scope of work entails and that he would need to obtain soil and geo reports. He was also unaware that he would have to submit those reports to the Department of Building and Safety for the city of Los Angeles. He was shocked to find out the he also needed a structural engineer, deputy inspector, and the city inspector would have to check of on the project as the work progressed. After an overwhelming experience and after getting cited by Department of Building and Safety for the city of Los Angeles, this homeowner decided to hand the job over to Advanced Builders and Contractors, www.abclosangeles.com, a professional retaining wall contractor in Los Angeles with more than 30 years’ experience. After 1 month of hard work we were able to obtain all the reports, plans and permits. About a month later we were able to build this retaining wall properly and up to city code, which included proper drainage and running electrical and plumbing up to code. The client is now happy and enjoying a much bigger yard space with a grassy area that he did not have before.

ROOTS productions presents: A trailer documenting a school garden build project called Enrich LA, official roots segment coming soon with volunteer and nutritional workshop footage in schools of all grades! EnrichLA is a community wellness non-profit organization that builds edible gardens in local schools, focusing on low-income and underserved neighborhoods of Los Angeles. Over the last two years, EnrichLA has installed gardens of all types in schools throughout Los Angeles County, from the West Side of Los Angeles, to the San Gabriel Valley. These school gardens range from 1 acre wildlands habitats and farms, to reading gardens, or small edible raised beds. School gardens transform unused parking lots and asphalt slabs into lush, inviting gardens, where students are able to learn in an active, outdoor environment. School gardens improve air quality, increase exposure to the natural world, encourage environmental stewardship, and positively impact health and eating habits of students and the surrounding community. These gardens act as catalysts to show students just how versatile, delicious, and FUN healthy food can be, developing positive attitudes toward healthy, fresh food and increasing consumption of these foods. The startling obesity statistics in Metro Los Angeles alone demonstrate a strong need for this programming. In the Los Angeles Metro Area, 26% of children in grades 5, 7 and 9 are obese. According to the CDC, 1 in 3 children born in year 2000 will contract diabetes in their lifetime, and if that child is either Hispanic or Black, the odds of this happening are increased to 1 in 2. School gardens change that. With our “Garden Ranger” program, students develop a connection to the source of their food, encouraging (not forcing) them to make healthier decisions. Through this program, experienced EnrichLA Garden Rangers maintain the garden space and provide place-based learning opportunities for students, offering lesson plans with topics such as nutrition, healthy living, gardening, and environmental stewardship. These garden classes help students establish an immediate connection between the process of growing fruits and vegetables and consuming these foods in our outdoor kitchens. Weekly cooking workshops allow children to try healthy foods that they may not have been exposed to otherwise. With these gardens, the classroom is given local focus, tangible results, and involvement in inquiry-based education. The need for open, green spaces is also a concern for children living in Los Angeles. Currently, 1.6 million children in Los Angeles County do not have access to parks. For many students, our school gardens are their only access to green, outdoor spaces in their neighborhood. By improving the environmental quality of their surroundings, children are more likely to succeed. We have seen first-hand how access to edible gardens can improve test scores and community involvement.

In June, Amtrak began sharing with select public officials its plan to truncate operation of the Southwest Chief. Trains magazine reported that Amtrak CEO Richard Anderson gave a presentation to lawmakers from Kansas, Colorado and New Mexico on June 19 during which he said Amtrak would no longer use the Raton Pass route. Instead, the carrier plans to operate trains between Chicago and Dodge City, Kansas, or La Junta, Colorado; and between Los Angeles and Albuquerque, New Mexico. A bus bridge will operate between Albuquerque and La Junta or Dodge City. Anderson said Amtrak is the sole user of the line between Trinidad, Colorado, and Albuquerque. He also sought to explain why Amtrak has refused thus far to provide $3 million to match a federal TIGER grant obtained by Colfax County, New Mexico, to rehabilitate the route of the Chicago-Los Angeles Chief in northern New Mexico. Amtrak plans to share its plans for the Chief this summer with Congress and others. Trains reported that Amtrak plans to make the service changes because that is its prerogative. Anderson presented information that heavily focused on the financial losses of the Chief using the fully allocated cost criteria. He also said the five year capital costs to improve the route would range between $30 million and $50 million. “This is the first time that a management team has ever come out against continuing services Amtrak currently provides; they are ready to take apart the long distance system,” former Amtrak president David Gunn told Trains. The plans to truncate the Chief also have drawn sharp criticism from former Amtrak CEO Joseph Boardman. “It’s dishonorable and dishonest,” ex-Amtrak president Joe Boardman told Trains. Colorado Rail Passenger Association president Jim Souby, who viewed Anderson’s presentation, said that it avoided the issue of who is on the train and where they are going. This fight isn't over and everyone should contact their elected representatives. Hilary outlines current problems and possible information architecture ideas to improve transportation in Los Angeles. Hilary Norton’s career spans more than 22 years in the fields of public policy, community development, land use, and transportation planning. Ms. Norton’s legislative experience began with her internship to Mayor Tom Bradley in 1991. Ms. Norton worked for Los Angeles City Councilmembers Mark Ridley-Thomas (now County Supervisor) and Richard Alarcon. She then became Chief of Staff to Councilman Richard Alatorre for four years, as he Chaired the powerful Budget and Finance Committee. After Councilman Alatorre ended his term in office, Ms. Norton worked for State Assemblyman (now Councilman) Gilbert Cedillo as his Downtown Business and Housing Deputy, working on the Downtown Rebound program which kickstarted the housing resurgence in Downtown Los Angeles. In 2001, Ms. Norton began work in the private sector for the Central City Association (CCA) as VP of Legislative Affairs, then SVP Public Affairs at Fleishman-Hillard, and Palmer Investments as Executive Vice President and Project Manager for a proposed mixed use, sustainable, transit-oriented community, with a $150 million transit plan in the Northeast San Fernando Valley. In 2008, Ms. Norton was appointed Executive Director of FAST by founder Jim Thomas, Chairman and President of Thomas Properties Group (TPG). A community initiative fund of the non-profit California Community Foundation (CCF), FAST was created to advocate for and implement near-term solutions to address Los Angeles’ regional traffic crisis, based on the findings of the RAND Corporation report “Moving Los Angeles: Short Term Policy Options for Improving Transportation,” which was co-sponsored by Jim Thomas, Metro and the Music Center. Since 2008, Ms. Norton has mobilized a diverse coalition of business, labor, civic groups, educational institutions and transit organizations to support FAST’s recommended improvements to regional mobility, livability and economic prosperity. FAST is a partner with the innovative Los Angeles/Long Beach Mobility Hub Program funded by the federal JARC (Jobs Access Reverse Commute) grant awarded in 2010, a member of Metro’s “First Mile/Last Mile” Taskforce, and a member of the City of Los Angeles’ Mobility Element Task Force. Mobility Hubs will provide “first mile/last mile” transportation accessibility including bike share, bike rental, car share, shuttles, carpools and vanpools at 13 full-service Hubs and 19 bike-only Hubs. Web-based portals will facilitate e-reservations and collect environmental data. FAST is part of the outreach and Community Advisory Group teams for Metro’s ExpressLanes (high-occupancy toll lanes) program for the I-110 and I-10 Freeways, and co-created the innovative Metro ExpressLanes Business Roundtable. Ms. Norton leads the FAST-initiated Comprehensive Corridor Improvement and Reinvestment Plan for Los Angeles County (CCIRPLAC), to improve multi-modal travel options and connectivity to transit and freeways for some of LA County’s most traveled thoroughfares. Ms. Norton is Co-Chair of the BizFed / Metro Transportation Roundtable, Co-Chair of LABC’s Legislative Committee, Co-Vice Chair of the Los Angeles Chamber’s Transportation and Goods Movement Council, and Co-Chair of BizFed’s Transportation Committee, and was Co-Chair of Central City Association (CCA)’s Transportation Committee from 2011 to 2013. Ms. Norton is a member of the City of Los Angeles’ Mobility Element Task Force, Vision LA’s Advisory Committee, Los Angeles Business Council (LABC) Livable Communities Advisory Committee, the Metro ExpressLanes Corridor Advisory Committee, SCAG/Metro’s First-Mile Last-Mile Working Group, and SCAG’s Express Travel Choices Steering Committee.   Ms. Norton holds a Bachelor of Arts degree in Economics and Political Science from Wellesley College, and a Masters Degree in Public Policy, Housing and Community Development Concentration, from Harvard University’s John F. A 1953 extension brought the south end to the Four Level Interchange in downtown Los Angeles and a connection with the rest of the freeway system. The road remains largely as it was on opening day, though the plants in its median have given way to a steel guard rail, and most recently to concrete barriers, and it now carries the designation State Route 110, not historic U.S. Route 66. Between 1954 and 2010, it was officially designated the Pasadena Freeway. In 2010, as part of plans to revitalize its scenic value and improve safety, the California Department of Transportation (Caltrans) restored the original name to the roadway. All the bridges built during parkway construction remain, as do four older bridges that crossed the Arroyo Seco before the 1930s. The Arroyo Seco Parkway is designated a State Scenic Highway, National Civil Engineering Landmark, and National Scenic Byway. It was listed in the National Register of Historic Places in 2011. A building (or construction) permit is intended to ensure that all construction work, including home and commercial renovations are carried to the requirements of the relevant building code. What are the stages of gaining a building permit? It’s easiest to look at the stages as two distinct areas; • The planning department • The building department Firstly, the planning department of the municipality will be required to fully approve the plans. This will include satisfying the following departments and criteria; • Engineering department – upgrading plans, geotechnical surveys and topographical surveys. This may sometimes also include the need to conduct bore hole drilling to sample ground conditions • Zoning clearances stamp – meeting the existing zoning restrictions of the property. This will be to ensure that any construction work does not infringe upon areas outside of the permitted property zone. Proximity to things such as roads will also be considered • Minor variance approval - special permission may be needed if the construction work falls outside of the existing zones • Site plan approval process – the look of the house must suit its surroundings The next stage to look at is the building department. This is where other aspects of the design and construction plan will be considered. These will include items such as: • HVAC systems • Heat loss calculations • Septic permits, sewerage considerations water supply considerations • Structural design • City services • Plumbing (more so for commercial properties) What happens if I live near a body of water or in the Niagara Escarpment area? If you are lucky enough to fall into this category, then there is no need to be alarmed! There will just be a slightly different route to take. This route will include the involvement of conservation authorities or the Niagara Escarpment commission. The exact conservation authority will depend on which body of water you are located near. These authorities will have their own design criteria, which will often supersede the municipal authorities own approvals. Sometimes dealing in this way will actually by-pass some of the municipalities processes. How long until I can start building? This really depends on how well your plans are put together and which authorities you are dealing with. You would normally expect the process to take anywhere from around 3 weeks or more. In very complex construction projects or in certain conservation areas this time can sometimes stretch to upwards of 18 months; although these instance are rare. The assistance of a design consultancy that offers a permit approval service will greatly increase the chances of this process being completed successfully. I’ve started the build, what happens next? Once the building permit is in place and work is underway, you can expect to have visits from building inspectors. This will simply be to ensure that work is actually being carried out in accordance with the submitted plans and is complying with the correct construction codes. So, you’ve still got your sights set on building that new home or starting some home renovation work? Of course you have, just don’t forget to keep the neighbours happy! I-5 Widening Project at Florence Avenue

OE provided construction management and inspection services to the City of Santa Fe Springs for the I-5 Widening at Florence Avenue Phase I Project. Caltrans is currently widening the I-5 Freeway from the Los Angeles/Orange County line to the I-605 Freeway. The existing watermains south of Florence Avenue on both sides of the freeway were in conflict with the proposed sound wall foundations and residential street re-configurations. This project relocated the water mains by installing new 8 inch ductile iron pipes with encasements crossing sewer mains and recycled water lines. It also included installing a 16 inch casing under the freeway and over the top of a 27 inch Los Angeles County Sanitation District Trunk Sewer main. The project installed new valaves, blow-offs, air-vacs, and water meter services. The roadway was reconstructed and curbs, gutters, and sidewalks were replaced. This project involved coordination with Caltrans and the cities of Downey and Norwalk to ensure compliance with the plans and specifications. The project required working closely with the utility contractor relocating Verizon conduits.

The stars are permanent public monuments to achievement in the entertainment industry, bearing the names of a mix of actors, musicians, directors, producers, musical and theatrical groups, fictional characters, and others. The Walk of Fame is administered by the Hollywood Chamber of Commerce and maintained by the self-financing Hollywood Historic Trust. It is a popular tourist destination, with a reported 10 million visitors in 2003. The Walk of Fame runs 1.3 miles (2.1 km) east to west on Hollywood Boulevard from Gower Street to La Brea Avenue, plus a short segment of Marshfield Way that runs diagonally between Hollywood and La Brea; and 0.4 miles (0.7 km) north to south on Vine Street between Yucca Street and Sunset Boulevard. According to a 2003 report by the market research firm NPO Plog Research, the Walk attracts about 10 million visitors annually—more than Sunset Strip, TCL Chinese Theatre (formerly Grauman's), the Queen Mary, and the Los Angeles County Museum of Art—and has played an important role in making tourism the largest industry in Los Angeles County. Special category stars recognize various contributions by corporate entities, service organizations, and special honorees, and display emblems unique to those honorees. For example, former Los Angeles mayor Tom Bradley's star displays the Seal of the City of Los Angeles; the Los Angeles Police Department (LAPD) star emblem is a replica of a Hollywood Division badge and stars representing corporations, such as Victoria's Secret and the Los Angeles Dodgers, display the honoree's corporate logo. The "Friends of the Walk of Fame" monuments are charcoal terrazzo squares rimmed by miniature pink terrazzo stars displaying the five standard category emblems, along with the sponsor's corporate logo, with the sponsor's name and contribution in inlaid brass block lettering. Special stars and Friends monuments are granted by the Hollywood Chamber of Commerce or the Hollywood Historic Trust, but are not part of the Walk of Fame proper and are located nearby on private property. The monuments for the Apollo 11 mission to the Moon are uniquely shaped: Four identical circular moons, bearing the names of the three astronauts (Neil A. Armstrong, Edwin E. Aldrin Jr., Michael Collins) the date of the first Moon landing ("7/20/69"), and the words "Apollo XI", are set on each of the four corners of the intersection of Hollywood and Vine. The moons are silver and grey terrazzo circles rimmed in brass on a square pink terrazzo background, with the television emblem inlaid at the top of each circle. The Hollywood Chamber of Commerce credits E.M. Stuart, its volunteer president in 1953, with the original idea for creating a Walk of Fame. Stuart reportedly proposed the Walk as a means to "maintain the glory of a community whose name means glamor and excitement in the four corners of the world." Harry Sugarman, another Chamber member and president of the Hollywood Improvement Association, receives credit in an independent account. A committee was formed to flesh out the idea, and an architectural firm was retained to develop specific proposals. By 1955 the basic concept and general design had been agreed upon, and plans were submitted to the Los Angeles City Council. Multiple accounts exist for the origin of the star concept. According to one, the historic Hollywood Hotel—which stood for more than 50 years on Hollywood Boulevard at the site now occupied by the Hollywood and Highland complex and the Dolby (formerly Kodak) Theatre—displayed stars on its dining room ceiling above the tables favored by its most famous celebrity patrons, and that may have served as an early inspiration. By another account, the stars were "inspired ... by Sugarman's [Tropics Restaurant] drinks menu, which featured celebrity photos framed in gold stars." In February 1956 a prototype was unveiled featuring a caricature of an example honoree (John Wayne), by some accounts inside a blue star on a brown background.
