New BC Services Card replaces CareCard

British Columbians can now replace their CareCard with the new BC Services Card. Most adults will need to re-enrol in the Medical Services Plan over the next five years. The easiest way for British Columbians to enrol is to do so when renewing their driver's licence and opt for the combined card that includes both a driver's licence and BC Services Card. People who do not drive can still enrol at the nearest location where driver's licences are issued. Marjorie Docherty, MD, CCFP, FCFP British Columbia Dr. Marjorie Docherty from Kelowna, British Columbia, is recognized for her outstanding contribution to family medicine and for teaching medical students and residents, with whom she has instilled her famous words of encouragement, "It takes as long as it takes." A native of Scotland, Dr. Docherty graduated from the University of Aberdeen. She completed her postgraduate training in internal medicine, obstetrics, and paediatrics before immigrating to Canada in 1985. Dr. Docherty received her Certification in family medicine in 1989 and became a Fellow in 2002. Dr. Docherty's family medicine career began at the Slave Lake General Hospital. In 1988 she moved to British Columbia and joined the Kelowna General Hospital. Throughout her 22 years there, Dr. Docherty has helped develop many programs, including the program for Rural Family Practice Residency. She has served as Head of the Department of Family Practice and is currently Clinical Professor at the University of British Columbia. She has received several teaching awards including the Dr. Peter Grantham award for Teaching Excellence. Today, Dr. Docherty's practice focuses on obstetrics, paediatrics, mental health, and women's health issues and promotes physician wellness and medical education to physicians and their partners. Currently, she is President of the College of Physicians and Surgeons of British Columbia. In her spare time, Dr. Docherty enjoys spending time with her husband, Henry—who is also a family physician—and their three children Gavin, Claire, and Aidan. She also likes to travel, play golf, and go hiking with her dog.

When arriving in Canada, one of the most important things a newcomer needs to do is acquire health insurance. In most provinces you will receive coverage as soon as you apply, but many immigrants do not realize that national health care is not always available on the first day they arrive. Provinces such as British Columbia, Ontario, Quebec and New Brunswick, require that immigrants wait at least three months before they are eligible to receive health plan benefits.

In this video, I address the ever increasing health care budget in British Columbia. I discuss Medical Services Premiums and one way the BC Greens would fund health care as well as how medical services are delivered. [Transcript] Health care continues to be a top concern for people in Saanich North and the Islands and across British Columbia. It is about 40% of the provincial budget and climbing. After doubling MSP since taking power in 2001 the BC Liberals’ have promised to cut their special health care tax in half just weeks before the election. But, they have failed to tell us how will they fund the $845 million per year. Andrew Weaver and the BC Greens have suggested we scrap MSP all together fund it through income tax, as other provinces have done. This plan would be progressive, not unfairly penalizing seniors, fixed and low-income citizens, and saving the system millions of dollars by getting rid of our special MSP collection agency. How we fund health care is just one part of the reforms that are needed. How we deliver care is another. The system is focused on addressing illness. We need to shift from sick-care and disease management to a system centred around wellness and prevention. Investing in recreation, physical education, and nutrition, ensuring British Columbians have access to quality, less-processed food grown locally will relieve pressure on the system. We can deliver healthcare more efficiently, deploy practitioners more effectively, reduce stress on British Columbians and wait times in the system. It is important that British Columbians are seeing the right health care professional. I have a great deal of respect for my doctor, but I do not need to see him for every question I have. Projects on the Saanich Peninsula and Salt Spring Island that bring a team of practitioners under one roof who work together to provide a community of care has not been supported by our government and should be. The BC Liberal government has talked for more than a decade about changing our system, ​and they haven’t. Saanich North and the Islands has unique health care challenges, from many Island communities to an aging population. I am committed to working hard on your behalf to ensure there is the right health care option available when you need it. Until next time… HIÁȻE.

RAPID: The Transformation of the Medical Services Plan Enrolment and Account System

The Medical Services Plan (MSP) touches every citizen of B.C. In December 2014 and after years of planning, the Ministry of Health and MAXIMUS BC launched the Registration and Premium Information Determination System (RAPID) – replacing a 30 year-old legacy technology system. The project represents a true partnership and commitment to improving services for citizens. RAPID determines and supports the enrolment in MSP for almost every citizen in British Columbia and is fundamental to obtaining access to health care. And RAPID has provided enhancements to many MSP functions, including: • Improved client service. • Increased flexibility in configuration and implementation of policies and business rules. • Enhanced standards for privacy, security and audit. • Improved reporting. • Enhanced documentation of business processes, policies, procedures, knowledge transfer and training.

Premier Christy Clark today launched the most comprehensive health-promotion program anywhere in Canada - the $68.7-million Healthy Families BC strategy, which will help families make healthy choices and introduce innovative approaches to challenges facing the health care system. The first program launched in the strategy, the $24-million Prescription for Health program, will give B.C. doctors additional tools to conduct medical assessments and work with patients to develop a health promotion and illness prevention plan that best suits their medical needs and personal situation. Patients may identify a lifestyle change goal, which will be documented by the physician on a Prescription for Health. The purpose of the trip is to identify challenges faced in these medical environments, and to establish lasting connections with clinicians and researchers. British Columbia Unveils Cutting Edge Tourism Plan

Premier Christy Clark unveiled her "Gaining The Edge" campaign today in Victoria, which focuses on known markets such as Washington State, Alberta, and Ontario, but goes further in targeting the immerging markets of China and India. The tourism industry in BC has suffered slightly post Olympic Games due in part to the United States economic woes, and a strong Canadian dollar. The plan calls for a five per cent increase in tourism per year, to the tune of eighteen-billion dollars by 2016. Riding the backs of eco and outdoor tourism, aboriginal culture and ski vacation packages, the Province is looking to use its natural beauty to bring in new money. Tourism Victoria will also be ramping up its marketing efforts, using a new pot of money from a self imposed hotel tax to advertise. The province has also promised to make it easier in terms of VISA requirements to visit, on the heels of becoming an approved destination status by countries such as China. Left out of today's plan was the Victoria International Airport, who received no direct money for runway improvements that could bring in bigger planes, and in turn more passengers. Our very own Dr Sharon Gurm talks to the British Columbia Naturopathic Association (BCNA) recently about Lung Cancer and Treatments People with an increased risk of lung cancer may consider annual lung cancer screening using low-dose CT scans. Lung cancer screening is generally offered to people 55 and older who smoked heavily for many years and are otherwise healthy. Discuss your lung cancer risk with your doctor. Together you can decide whether lung cancer screening is right for you. Tests to diagnose lung cancer If there's reason to think that you may have lung cancer, your doctor can order a number of tests to look for cancerous cells and to rule out other conditions. Tests may include: Imaging tests. An X-ray image of your lungs may reveal an abnormal mass or nodule. A CT scan can reveal small lesions in your lungs that might not be detected on an X-ray. Sputum cytology. If you have a cough and are producing sputum, looking at the sputum under the microscope can sometimes reveal the presence of lung cancer cells. Tissue sample (biopsy). A sample of abnormal cells may be removed in a procedure called a biopsy. Your doctor can perform a biopsy in a number of ways, including bronchoscopy, in which your doctor examines abnormal areas of your lungs using a lighted tube that's passed down your throat and into your lungs; mediastinoscopy, in which an incision is made at the base of your neck and surgical tools are inserted behind your breastbone to take tissue samples from lymph nodes; and needle biopsy, in which your doctor uses X-ray or CT images to guide a needle through your chest wall and into the lung tissue to collect suspicious cells. A biopsy sample may also be taken from lymph nodes or other areas where cancer has spread, such as your liver. Careful analysis of your cancer cells in a lab will reveal what type of lung cancer you have. Results of sophisticated testing can tell your doctor the specific characteristics of your cells that can help determine your prognosis and guide your treatment. Tests to determine the extent of the cancer Once your lung cancer has been diagnosed, your doctor will work to determine the extent (stage) of your cancer. Your cancer's stage helps you and your doctor decide what treatment is most appropriate. Staging tests may include imaging procedures that allow your doctor to look for evidence that cancer has spread beyond your lungs. These tests include CT, MRI, positron emission tomography (PET) and bone scans. Not every test is appropriate for every person, so talk with your doctor about which procedures are right for you. The stages of lung cancer are indicated by Roman numerals that range from 0 to IV, with the lowest stages indicating cancer that is limited to the lung. By stage IV, the cancer is considered advanced and has spread to other areas of the body. Treatment Lung cancer surgery Lung cancer surgery You and your doctor choose a cancer treatment plan based on a number of factors, such as your overall health, the type and stage of your cancer, and your preferences. In some cases, you may choose not to undergo treatment. For instance, you may feel that the side effects of treatment will outweigh the potential benefits. When that's the case, your doctor may suggest comfort care to treat only the symptoms the cancer is causing, such as pain or shortness of breath. Surgery During surgery your surgeon works to remove the lung cancer and a margin of healthy tissue. Procedures to remove lung cancer include: Wedge resection to remove a small section of lung that contains the tumor along with a margin of healthy tissue Segmental resection to remove a larger portion of lung, but not an entire lobe Lobectomy to remove the entire lobe of one lung Pneumonectomy to remove an entire lung If you undergo surgery, your surgeon may also remove lymph nodes from your chest in order to check them for signs of cancer. Surgery may be an option if your cancer is confined to the lungs. If you have a larger lung cancer, your doctor may recommend chemotherapy or radiation therapy before surgery in order to shrink the cancer. If there's a risk that cancer cells were left behind after surgery or that your cancer may recur, your doctor may recommend chemotherapy or radiation therapy after surgery. Advanced surgical techniques such as minimally invasive surgery and video-assisted thoracoscopic surgery (VATS) may reduce the amount of time you need to spend in the hospital after lung cancer surgery and may help you return to your normal activities sooner. Research shows that people who undergo minimally invasive lung cancer surgery at hospitals that perform many of these operations every year tend to experience less pain and fewer complications. Mayo Clinic surgeons perform more than 900 VATS procedures every year.

She has now extended her work to an HIV/AIDS clinic in South Africa where she plans to work on a rotational basis. As Clinical Associate Professor at the University of British Columbia, Nirvair teaches numerous Family Medicine programs to medical students, residents and international medical graduates. Her research focuses on AIDS, menopause and hypertension. In 2004, she was awarded UBC's Best Family Medicine Teacher of the Year. Nirvair practices at the Raven Song Community Health Centre. Having raised her family in Vancouver, she is described by patients and friends as "enthusiastic and wise, always respectful of other people, and a wonderful exemplar of Family Medicine." RACE - Program Connecting Physicians & Specialists Through Shared Health Care Advice

RACE is a prototype program that developed from a partnership between the Shared Care Committee (a joint committee of the BC Medical Association and the BC Ministry of Health) and Providence Health Care in Vancouver and is designed to increase access to specialists and improve communication and knowledge transfer between different care providers. Physicians in the Vancouver Coastal Health region can phone a single number and provide information regarding a patient's condition and its apparent causes, background information related to the patient's condition, and a request for recommendations on how to proceed. Specialists then return calls within 2 hours, often sooner, and provide callers with practical guidance and advice regarding assessment, management and treatment plans for their patients. Queries regarding treatment, investigations, and urgent or elective referrals can be discussed to accelerate care plans and follow-up when indicated. The RACE program has allowed Providence Health's family practitioners to be connected with specialists in many fields, including cardiology, endocrinology, nephrology, and respirology. RACE is part of the Shared Care Committee's Partners in Care program (a joint project between the General Practice Services Committee and the Specialist Services Committee as directed by the Ministry of Health and the BC Medical Association). RACE serves as a model for similar systems being developed across the province.
