The GOP healthcare bill keeps some of the most popular parts of Obamacare, like letting young adults stay on their parents' health insurance until age 26 and requiring insurance companies to cover people with pre-existing conditions. But the Republican bill gets rid of the key element that made Obamacare work: the individual mandate. Now that people aren't required to have insurance, healthy people could leave insurance pools en masse, leaving sick people who are more expensive to cover. Hypocrisy is a minor sin in politics, but still, it is remarkable how much of it there is to be found in this legislation. A core Republican complaint when Obamacare was passed was that the law delayed many of its provisions in order to reduce public outcry and manipulate the CBO’s score. The GOP bill is similarly aggressive with such tricks, delaying changes to the Medicaid expansion until 2020 and pushing Obamacare’s tax on expensive insurance plans out until 2025. Because Republicans aren’t even trying to win Democratic votes, they’re stuck designing a bill that can wiggle through the budget reconciliation process (another thing they complained about Democrats doing). That means they can’t make major changes to insurance markets like repealing Obamacare’s essential benefit standards or allowing insurance to be sold across state lines. That last part is particularly striking, given that it was one of President Trump’s five demands in his speech last week. I’ve always been skeptical about the savings Republicans could wrest by changing those regulations, but now they can’t get those savings at all — which means sacrificing a key part of their theory of cost control. This bill has a lot of problems, and more will come clear as experts study its language, the Congressional Budget Office release its estimates, and industry players make themselves heard. But the biggest problem this bill has is that it’s not clear why it exists. What does it make better? What is it even trying to achieve? Democrats wanted to cover more people and reduce long-term costs, and they had an argument for how their bill did both. As far as I can tell, Republicans have neither. At best, you can say this bill makes every obvious health care metric a bit worse, but at least it cuts taxes on rich people? Is that really a winning argument in American politics? In reality, what I think we’re seeing here is Republicans trying desperately to come up with something that would allow them to repeal and replace Obamacare. This is a compromise of a compromise of a compromise aimed at fulfilling that promise. But “repeal and replace” is a political slogan, not a policy goal. This is a lot of political pain to endure for a bill that won’t improve many peoples’ lives, but will badly hurt millions. They control the presidency, the House, and the Senate. The filibuster still poses some potential threats to their plans, but it's also within their means to abolish its widespread use in such a way that they could both repeal the Affordable Care Act and replace it with something of their own design. That’s according to the Congressional Budget Office, which released its assessment on Monday. Following the report, Republican Senators Susan Collins of Maine and Rand Paul of Kentucky joined Senator Dean Heller of Nevada in pledging to vote against even debating their party’s healthcare bill this week. Republican leaders had been pushing for a vote as early as today, ahead of the July 4 recess. On Monday, the American Medical Association came out against the Senate bill, writing in a letter to Senate leaders, "Medicine has long operated under the precept of Primum non nocere, or 'first, do no harm.' The draft legislation violates that standard on many levels." For more, we speak with Dr. Steffie Woolhandler, a professor at CUNY-Hunter College and a primary care physician. She is a lecturer at Harvard Medical School and the co-founder of Physicians for a National Health Program. Republicans were all set in the Senate to vote for their disastrous health care bill this week, until Mitch McConnell announced a few days ago, that they were actually going to have to delay the vote, because one of their own was in the hospital. Specifically, John McCain went in Friday to the hospital to have a blood clot removed from his eye, and he was recovering. And since they need his vote in order to pass this health care bill, they're going to delay the vote so John McCain can recover, and come back to the Senate. Isn't that nice? Isn't that a nice thing they're doing for their colleague, who is in the hospital? Got sick, needed something fixed, so they're just reworking everything they're doing around that one sick person, so that he doesn't have to miss anything important? So that he doesn't lose his job because he was sick. The average American does not get that same kind of benefit. If we get sick at work, we are not guaranteed by any law, any form of paid sick leave. The United States is one of the few countries, few developed countries in the world, that does not guarantee paid sick leave. Furthermore, the fact that John McCain was in the hospital to have a blood clot removed, is something that most of us won't even be able to do if the Republicans pass their plan, because we're not going to be able to afford it. Their plan is going to take coverages away, so even if you still get insurance, it's not going to cover as much. A blood clot eye surgery, I can promise you, is not something that's on that list, especially if it's not life-threatening. So Republicans, in all of their hypocrisy, do not understand why people would be so bent out of shape about this. But to be honest, I'm glad they're delaying the vote. Let's keep delaying it. How about every member of Congress and the Senate go ahead, go to your doctor, get whatever kind of voluntary surgeries you need out of the way, we'll just delay, delay, delay, delay, delay, until we hit the 2018 midterms, and then you idiots are voted out of office. Because your plan is an absolute disaster for the American public. We will not get the same protections as you. You've already exempted yourself from this piece of legislation. That's probably one of the reasons why John McCain's surgery was still covered. Because he knows you're not going to get the same crappy care that you're giving to the rest of us. Republican hypocrisy knows no bounds. They do not see the irony in this entire situation. They do not see that it's wrong that they get better protections, better jobs security when they have to leave to go have surgery, than the rest of this country. All they know is that they want to keep John McCain healthy and alive long enough, so that they can pass their disaster of a health care bill, that is going to leave 23 million American citizens without any form of health insurance.
