Paul Ryan:  Hiding Spending Doesn't Reduce Spending

"I will not sign a plan that adds one dime to our deficits -- either now or in the future." (Remarks by President Obama to a Joint Session of Congress, September 9, 2009) This afternoon Budget Committee Ranking Member Ryan walked through why the bill put forward by Democrats FAILS the President's deficit test. -- The Majority Leader said the bill scores as reducing deficit by $131 billion over the next 10 years. First a little bit about CBO: I work with them every single day; very good people; great professionals. They do their jobs well. But their job is to score what is placed in front of them. And what has been placed in front of them is a bill that is fill of gimmicks and smoke and mirrors. Now what do I mean when I say that? First off, the bill has ten years of tax increases and ten years of Medicare cuts to pay for six years of spending. The true ten year cost when subsidies kick-in? $2.3 trillion. The bill is full of gimmicks that more than erase the false claim of deficit reduction: - $52 billion of savings is claimed by counting increased Social Security payroll revenues. These dollars are already claimed for future Social Security beneficiaries, and claiming to offset the cost of this bill either means were double-counting or were not going to pay Social Security benefits. - $72 billion in savings is claimed from the CLASS Act long-term care insurance. These so-called savings are not offsets, but rather premiums collected to pay for future benefits. Senate Budget Committee Chairman Kent Conrad has called these savings, A ponzi scheme that would make Bernie Madoff proud. Additionally, the nearly half-trillion dollars in Medicare cuts cannot be counted twice. Medicare is in dire need of reform in order to make certain that we can ensure health security for future seniors. Using Medicare as a piggy bank, it raids a half trillion dollars from retirees health coverage to fund the creation of another open-ended health care entitlement. The Presidents chief Medicare actuary says up to 20% of Medicare providers may go bankrupt or stop taking Medicare beneficiaries as a result. Millions of seniors who have chosen Medicare Advantage will lose the coverage they now enjoy. Objections to the policy aside, you cannot use these savings twice to both extend the life of Medicare and to pay for other spending. The half-trillion dollars in Medicare cuts are either to extend the programs solvency or to reduce the cost of this deficit but not both as its authors claim. When you strip away the double-counting of Medicare cuts, the so-called savings from Social Security payroll taxes and the CLASS Act, the deficit increases by $460 billion over first ten years and $1.4 trillion over second ten years. Finally, one of the most expensive and most cynical of the gimmicks applies to Medicare physician payments, the so-called Doc Fix. By your own estimate, the Doc Fix adds an additional $371 billion to the cost of health care reform. With the price tag beyond what most Americans could handle, the Majority decided to simply remove this costly provision and deal with it in a stand-alone bill. Ignoring this additional cost does not remove it from the backs of taxpayers. Hiding spending doesnt reduce spending.

The Clinton health care plan, known officially as the Health Security Act and unofficially nicknamed "Hillarycare" (after First Lady Hillary Clinton) by its detractors,[1][2] was a 1993 healthcare reform package proposed by the administration of President Bill Clinton and closely associated with the chair of the task force devising the plan, First Lady of the United States Hillary Rodham Clinton. Bill Clinton had campaigned heavily on health care in the 1992 U.S. presidential election. The task force was created in January 1993, but its own processes were somewhat controversial and drew litigation. Its goal was to come up with a comprehensive plan to provide universal health care for all Americans, which was to be a cornerstone of the administration's first-term agenda. A major health care speech was delivered by President Clinton to the U.S. Congress in September 1993. The core element of the proposed plan was an enforced mandate for employers to provide health insurance coverage to all of their employees. Opposition to the plan was heavy from conservatives, libertarians, and the health insurance industry. The industry produced a highly effective television ad, "Harry and Louise", in an effort to rally public support against the plan. Instead of uniting behind the President's original proposal, Democrats offered a number of competing plans of their own. Hillary Clinton was drafted by the Clinton Administration to head a new Task Force and sell the plan to the American people, a plan which ultimately backfired amid the barrage of fire from the pharmaceutical and health insurance industries and considerably diminished her own popularity. By September 1994, the final compromise Democratic bill was declared dead by Senate Majority Leader George J. Mitchell. In 1997, the Clinton administration supported an experimental program in New York that paid medical schools to train fewer doctors, in order to reduce a "glut of physicians". [26] In 2004, as a U.S. senator from New York, Hillary Clinton argued in The New York Times that the current health care system is unsustainable, and she offered several solutions.[27] Her article also mentioned areas of agreement with one-time opponent Newt Gingrich, and likewise Gingrich has expressed agreement with Senator Clinton on some aspects of health care, including a bill to modernize medical record keeping.[28][29] In 2005, referring to her previous efforts at health care reform, Hillary Clinton said "I learned some valuable lessons about the legislative process, the importance of bipartisan cooperation and the wisdom of taking small steps to get a big job done."[24] Again in 2007, she reflected on her role in 1993–1994: "I think that both the process and the plan were flawed. We were trying to do something that was very hard to do, and we made a lot of mistakes."[30] Hillary Clinton received hundreds of thousands of dollars in campaign contributions from doctors, hospitals, drug companies, and insurance companies for her 2006 re-election in the Senate, including several insurance companies that were members of the Health Insurance Association of America that helped defeat the Clinton Health Plan in 1994.[13] Charles N. Kahn III, a Republican who was executive vice president of the Health Insurance Association in 1993 and 1994, refers to his previous battles with Clinton as "ancient history," and says "she is extremely knowledgeable about health care and has become a Congressional leader on the issue."[13] Until the Obama health care plan of 2009, a combination of factors kept health care off the top of the agenda. Congressman Paul Ryan (WI-01) April 29, 2009 America spends more than any other country on health care, yet 47 million people continue to go uninsured. Meanwhile, families and small businesses are finding it increasingly difficult to manage their ever-increasing medical bills. The call for real and fundamental health care reform has never been as urgent as it is right now. Unfortunately, Congress is heading in the wrong direction. Instead of tackling the root problems that drive this crisis, legislation is being proposed that would result in a massive expansion of the federal governments involvement over health care. Congress must work to fulfill the mission of health security that remains out of reach for millions of Americans and millions more should we fail to address the unsustainable explosion of Medicare and Medicaid, which are going insolvent. For these reasons, I have proposed an alternative approach to reforming our health care system. My bill, A Roadmap for Americas Future, puts patients and doctors in control of their health care decisions. It fundamentally changes the mechanics of existing health care system while strengthening the promise of health care and retirement security for all Americans. Ryans address: Hello, Im Paul Ryan of Wisconsin, the lead Republican on the House Budget Committee. America is in the midst of an economic crisis. Families and small businesses are hurting, and too many Americans have lost their jobs. There is no doubt that President Obama inherited a fiscal crisis. But the question is, is he fixing it or is he making it worse? The Presidents budget, which passed the House and Senate this week, will make the crisis much, much worse. Rather than getting spending under control, it sends spending out of control. Rather than keeping taxes low to create jobs, it chases ever-higher spending with ever-higher taxes and results in ever-higher debt an unprecedented, unsustainable increase in red ink. It doubles our national debt in five years, and triples our debt in 10 years. Put simply: the Democrats budget spends too much, taxes too much, and borrows too much from our kids and their kids. Their budget puts all the sacrifice on future generations. It makes no tough choices. Its only tough on our children and grandchildren. But it is not enough for us to just criticize. We must also propose a better way forward. And Republicans have. The budget House Republicans offered gives Americans a real choice. It curbs spending, creates jobs, and controls the debt. The Republican budget has lower deficits than the Democratic plan every year, and by 2019, has half the deficit proposed by the president. Under our plan, the public debt would be $3.6 trillion lower than President Obamas plan. Our budget gives priority to national defense and veterans health care. We freeze all other discretionary spending for five years. We enact a spending cap backed up by tough budget enforcement. American families are making sacrifices and tightening their belts. Washington should do the same. Our budget also takes steps toward health care reform and retirement security. Our goal is to make quality, affordable health care accessible to all Americans by strengthening the relationship between patients and their doctors, not with a big government takeover. We will preserve and improve the existing Medicare program. We have offered a concrete plan a path to prosperity - to tackle our nations problems with innovative and principled solutions. America is not the greatest nation on earth by chance. We earned this greatness by rewarding individual achievement, by advancing and protecting natural rights, and by embracing freedom. Our budget reflects those principles, and we offer the American people a better way forward. Thank you for listening.

Ryan's efforts were met -- again -- with false attacks earlier today on CNN's Situation Room in a spirited exchange with Rep. Debbie Wasserman Schultz. By pushing desperate demagoguery and no solutions, leading Democrats threaten to shred the critical social safety net as our crushing burden of debt explodes and our critical health and retirement security programs collapse. Facts on Social Security and Ryan's Roadmap Should politicians continue to cling to the unsustainable status quo, Social Security will not be able to meet its promise to our seniors, imposing painful benefit cuts on those most reliant on this critical program. The Social Security Administration continues to warn of across-the-board 22% benefit cuts for seniors in the heart of their retirement when the Trust Fund is exhausted. Social Security continues to run annual cash deficits, with over $5 trillion in unfunded liabilities. To meet this challenge, Congressman Paul Ryan offered an invitation for solutions -- putting forward a specific plan the Congressional Budget Office and the Social Security Administration's Chief Actuaries confirmed would save Social Security, making it sustainably solvent for current and future generations. Ryan's legislative proposal -- H.R. 4529, A Roadmap for America's Future -- makes no changes to Social Security for those 55 and older, while offering future seniors the same health and retirement security options enjoyed by Members of Congress. - Ryan's reforms make no changes in the program for Americans 55 and older, while strengthening Social Security so it will be there for future generations. - Ryan's Roadmap secures the social safety net where it is most needed -- providing an increased benefit for low-income individuals, while making modest adjustments in the continued growth of benefits for wealthier seniors. - At the center of the false attacks are Ryan's proposal to offer future seniors (those now 54 and younger) the option of guaranteed, personal accounts to help fulfill the mission of retirement security. - Under Ryan's Roadmap, future beneficiaries would remain in the traditional government-run system, unless they choose to direct a portion of their payroll taxes to guaranteed personal accounts, owned by the individual, managed by the Social Security Administration, and guaranteed by the Federal government. Neither the traditional system or optional accounts system would be privatized. - In the personal-accounts system, the accounts are managed and overseen by Social Security Administration - not a stockbroker or private investment firm. Those choosing the personal-accounts option would select from a handful of low-risk, government-regulated options — just as Members of Congress and Federal employees do with the Thrift Savings Plan. - Ryan's Roadmap includes a fully-financed, government-backed guarantee so that individuals would get back, at minimum, every dime contributed to the optional, Social Security-managed accounts offered to those now 54 and younger. He is serving his second term in the U.S. Senate after winning re-election in 2012 with 71 percent of the vote. In 1981, he was elected as mayor of Burlington as an Independent by a mere 10 votes, shocking the city’s political establishment by defeating a six-term, local machine mayor. In 1983, Bernie was re-elected by a 21 point margin with a record amount of voter turnout. Under his administration, the city made major strides in affordable housing, progressive taxation, environmental protection, child care, women’s rights, youth programs and the arts. In 1990, Sanders was elected to the House of Representatives as the first Independent in 40 years and joined the Democratic caucus. He was re-elected for eight terms, during which he voted against the deregulation of Wall Street, the Patriot Act, and the invasion of Iraq. In 2006, Sanders defeated the richest man in Vermont to win a seat in the U.S. Senate as an Independent. Known as a “practical and successful legislator,” Sanders served as chairman of the Committee on Veterans’ Affairs where he authored and passed the most significant veteran health care reform bill in recent history. While in the Senate, Sanders has fought tirelessly for working class Americans against the influence of big money in politics. In 2010, he gave an eight-and-a-half hour filibuster-like speech on the Senate floor in opposition to extending Bush-era tax breaks for the wealthy. In 2015, the Democratic leadership tapped Bernie to serve as the caucus’ ranking member of the Senate Budget Committee.
