The fact is: Not all Indians are Hindus, not "all" Hindus are Indians, not all Hindus speak hindi and those who all speak hindi need not be a Hindu nor an Indian.

Actually I understood what he was saying because the phrase "Ab ki baar (insert name) sarkar" was a phrase popularized by Modi, so most people in India are familiar with that phrase and will understand what he's saying.
