The proposal would have seen Tokyo itself subject to evacuation, but the idea was immediately rejected because of the chaos it would have caused...

This is really sad. I wonder if it was one of the trumpets or vials from the book of revelation. Either way just so sad for the Japanese.

And where would they go? Evacuation is a bad idea if only because those people evacuated would swarm and destroy/congest various transport assets. Airports, roads, railways... then you need to enact v mandatory billeting of 1/5th of the populace. Placing strain on depleted food stores. To evacuate a major city is to destroy an entire economy leading to mass starvation, disease outbreaks and social disharmony.

@3AtomicJabez8 And I guess that there is a serious possibility that the people of Tokyo are in danger from this nuclear disaster. Tokyo and the city of Fukushima aren't adjacent, but seem, based on Wikipedia says the two cities are about 250km apart, which I guess isn't very far when nuclear accidents like this one happen. And some people, possibly including Arnold, aka Arnie, Gundersen, reported Fukushima radiation reaching Seattle in the USA.

It surely would be chaotic to evacuate a city with a population that's large, which Tokyo's population definitely is, very. But it'ld also be insane to not evacuate them, if they really are in danger from the nuclear fallout reaching Tokyo. And the question for me is are they truly in such danger?

Evacuating Tokyo would be chaotic? Definitely! As of August 11, 2011, Wikipedia says the population of Tokyo was or is a little over 13 million people. It'ld surely be very chaotic if that many people were to be evacuated from one area; only more-so, when another 17mn in the region needed to be also evacuated. CHAOS. Very brief, but very good report, so thanks go to GR and the Japanese leakers or speakers.

Am I hearing "To avoid chaos, an evacuation of Tokyo was not done.", thus the people living in Tokyo were left to die instead??????.......

Tokyo has about the same population of Canada evacuating that city would be chaos and finding housing, food, and work for all those people would be impossible. But that does not mean it shouldn't be done, either country's take care if their citizens that are affected by nuclear accidents or clearly nuclear power is not safe.
